*CONDITION:  This balancer was used as a dog leash. It was hooked to a post (dry Las Vegas) and a dogs leash was attached to the pull out cable. This tool balancer was tested before being put up for sale and all the mechanical functions are working properly. The tensioner applied tension to the pull out cable and the tension release button released the tension properly. As the cable is pulled out it stays pulled out as more and more tension is released until there is no tension and all 6 ft. of the cable stays out. When the tension knob is turned towards a higher tension setting the cable stays retracted and gets harder and harder to pull out.
